The Culture of Peace Programme is a pioneering initiative in Brazil run jointly by UNESCO, PALAS ATHENA and other Brazilian NGO’s, civil society entities and city government bodies. It is aimed at the consolidation of citizenship through citizen participation in networks and partnerships with public and private organizations.

The Committees for the Culture of Peace Decade (2000-2010) meet regularly to discuss issues related to the Culture of Peace, plan courses and seminars, contribute to decision-making in government bodies, and provide subsidies for the creation of public policies, among other activities. In addition, the São Paulo State Committee for the Culture of Peace Decade in partnership with the São Paulo State Legislative Assembly officially created the Parliamentary Council for a Culture of Peace as a decision-making body that operates on a permanent basis within the Legislative Assembly. The Council is in charge of developing, coordinating, supervising and assessing parliamentary policies for the implementation of a Culture of Peace at public level.
